Scope of Appointment (SOA)

The Centers for Medicare & Medicaid Services (CMS) requires a documented Scope of Appointment before any agent can discuss Medicare Advantage (Part C) or Medicare Prescription Drug (Part D) plans with you. The form simply confirms which product types you agreed to discuss — it is not an enrollment and it does not obligate you to anything.

What you should know

  • The SOA must be documented at least 48 hours before a personal marketing appointment (with limited exceptions allowed by CMS).
  • You only need an SOA for Medicare Advantage and Part D discussions — not for Medicare Supplement (Medigap), health, or life insurance.
  • Signing the form does not enroll you in any plan and does not affect your current coverage.
  • You can refuse or modify the scope at any time.
